A lifetime of public and volunteer service has been important for William.
"Real service isn't about bragging and posting on social media about giving a sandwich to a homeless person. That's self serving and vain. Few people would know about genuine service.
Real service is about genuine care, compassion and kindness for people, animals and our community and planet. It's about who we are as a person and a culture.
I have been able to affect real change, bring smiles to faces and make real differences with trusted positions - to make our community a better place.
We don't have red and blue potholes.
We have Sacramento potholes.
We don't have red and blue homeless neighbors.
We have homeless Americans.
My political values are moderate.
My decisions are based first upon what is good for our community. I try to do what is right and reasonable even if it is unpopular and at my expense.
While we have our own ideals, we have common goals, and differences and disagreements should not be negative or about conflict. These are opportunities to learn and understand each other - then do what's best for our neighborhoods. We have to work together to make our communities better."

The centers of our communities are its parks and schools. William brings the value of local government experience and relationships to the park district. He advises the board and staff on budgets, communications, policy and safety. He chairs subcommittees for communications and for safety. His expertise will improve policies and services for our neighborhood parks to make them safe and inviting places for our families.

William serves on the Commission which is mandated, with the Inspector General, with oversight of the Sacramento County Sheriff's Office.
He chaired a subcommittee for communications, community engagement and outreach and authored committee reports for communications, policy and legislation.

California State Superintendent of Public Instruction
William served on the Safe Communities and Schools Committee chaired by the California State Superintendent of Public Instruction. He provided counsel for public and school safety issues. This included bullying, emergency and school safety plans to related policies, best practices and procedures.

William coordinated government and political affairs, worked with and testified before state legislature and US Congress. He established trusted relationships with legislators and officials to develop policies and legislation to improve accountability and transparency.

William connected with the community as Secretary of the Sacramento Asian Peace Officers Association - a fraternal organization for peace officers to foster positive community and law enforcement relations through charitable activities and social events. The association supported businesses, community organizations and students with an emphasis on our API community but inclusive of all.

William served as President of the Board of Directors and provided leadership and oversight of advocacy, community outreach, finance, government and political affairs, labor relations, operations, policy and public relations. The association fostered collaborative relationships with the agency to enhance practices and policies to improve accountability and efficiency.

Operation Christmas
William volunteered and served his community to provide leadership and oversight of policies and operations as a board member of OPERATION Christmas - a charity that provided clothing, toys, school supplies, gifts and holiday meals for students and their families from local schools - delivered by Santa Claus and the police department. The goal was to bring hope and support families of diverse and under served socioeconomic demographics.

William has extensive executive experience in strategic communications, with a foundation in media, at public agencies and private Fortune 500 corporations.
He learned the fundamentals of marketing, media and public relations at CBS Radio, CBS News TV, Entercom (now Audacy) and Metro Networks (now iHeartMedia).
William also served his community for 20 years as a police officer.
He served as a public information officer and managed community engagement, crisis communications, government affairs, legislation, media relations, political affairs, policy, public relations and social media.
William built such great and trusted relationships with communities and stakeholders and was so endeared by them that an 'Officer Billy" bobblehead was created to share with kids at schools and communities. This, more than any certificates, medals or plaques, is the highest honor he received.
He also served his community on local and state level public and private boards focused on community improvement, public health, public policy and public safety.

A professional organization, or community, has goals, vision and a plan for development and growth. Thoughtful change is accomplished through awareness, learning and adoption of new and better cultures and systems. How do we do this?
